Vietnam Releases New Decree on Implementing Chemical Weapons Convention

On March 27, 2024, Vietnam’s Ministry of Industry and Trade (MoIT) released Decree 33/2024/ND-CP Implementing the Convention on the Prohibition of the Development, Production, Stockpiling and Use of Chemical Weapons and on Their Destruction. The new regulation shall take effect on May 19, 2024 and replaces the existing Decree 38/2014/ND-CP.

Singapore to Enhance Control of E-Waste

EU Releases New Rules for Ozone-Depleting Substances

The Council of the European Union has adopted Regulation (EU) 2024/590 on substances that deplete the ozone layer published in the Official Journal of the European Union on February 20, 2024. The Regulation shall ensure the obligations introduced under the existing Regulation (EC) No 1005/2009 are fully implemented, and that more action is taken on limiting the emissions caused by ozone depleting substances (ODS). It shall enter into force on March 11, 2024 and Regulation (EC) No 1005/2009 will be repealed.

EU Unveils New F-Gases Regulation

EU’s new rules on fluorinated gases (F-gases) (Regulation (EU) 2024/573) were endorsed by the European Parliament and the European Council and were published in the Official Journal of the Union on February 20, 2024. The Regulation shall enter into force on March 11, 2024 and the existing Regulation (EU) No517/2014 will be repealed.

Philippines' House Voted through Chemical Weapons Bill

On January 23, 2024, Republican of the Philippines House of Representatives approved the House Bill No. 9571 of the 19th Congresson on the third and final reading. The Bill, also known as the Chemical Weapons Prohibition Act, establishes the legislative framework for the State to conform with its obligations under the Chemical Weapons Convention, to which the country is a signatory.

China Seeks Public Input on Mercury-Added Products Introduced under Minamata Convention on Mercury

On January 17, 2024, China’s Ministry of Ecology and Environment (MEE) initiated a public consultation on mercury-added products introduced under Annex A to the Minamata Convention on Mercury. These products were introduced through Decisions adopted by the Conference of the Parties to the Minamata Convention on Mercury at its fifth meeting. Deadline for comments is January 31, 2024.
